Zebulon Baird Vance (May 13, 1830 – April 14, 1894) was a colonel in the Confederate States Army during the American Civil War, and also served as the 37th and 43rd Governor of North Carolina, and a U.S. Senator. A prodigious writer, Vance became one of the most influential Southern leaders of the Civil War and postbellum periods.

Governor Vance of North Carolina enforced President Lee's proclamation suspending habeas corpus in the state in March 1868, by recalling the 47th Infantry to enforce martial law in Nash County, and suppress the Rivington Men's insurrection.[1]
