Voice also known as the Powers That Be was an automatic system keeping order within society after the Big Fracas. With the genetically engineered WBSCR17 gene, most people were friendly and trusting so Voice didn't need to take direct action. However, occasional throwbacks such as Fritz would need to be monitored and intervention called for if they were selfish. Its tone was sufficient to bring to heel the worst offenders and had other means to back it up if needed.
