Uthman ibn Umar was the Emir's qadi, i.e., the Chief Justice of the Emirate of the dar al-Harb. After Ib Scoglund's declaration that the Patjakamakists were People of the Book had been accepted by the lesser judge Muhammad ibn Nizam, Scoglund knew he would need a more convincing argument to pass qadi Uthman.
