Well no, not quite. That is the major reason the timeline is so different but we never learn why that war occurred. For instance, in the Southern Victory Timeline the CS won the US Civil War but the Point Of Departure was the recovery of the lost Special Orders 191. In OTL these orders were found by Federal pickets and led to a defeat for General Lee. In the ATL, the recovery of the lost orders let Lee win the battle and the war itself.
