The second paragraph is not strictly true. After the Red Rebellion and before the end of the Great War, blacks were able to volunteer for military service in exchange for citizenship (as opposed to residency) including the right to vote. I don't recall when the tide turned but it may have been during the Depression which caused unemployed whites to resent working blacks (even if they were doing work the whites felt was beneath them).
