Skarmer is a great clan of Minerva. It controls the lands west of the Ervis Gorge on to the next great gorge, which is not named. Its territory is divided among several domain-masters, the most powerful of whom is Hogram.
Skarmer lands are overpopulated and their domain-masters have difficulty feeding their people. In 1989, Hogram attempted to address this problem by sending his grandson and heir, Fralk, on a military expedition into Omalo territory, east of the Gorge. The expedition was defeated despite some reluctant assistance from the Soviet Union, and Hogram was forced to pay tribute to Reatur, the most powerful Omalo domain-master.
