Saffa was an Algarvian police woman, employed by the constabulary in Tricarico as a sketch artist. She was attractive, highly independent, assertive and hot-tempered. In the period before the outbreak of the Derlavaian War, Bembo tried to court her (as did others of her male fellow police officers) but was roughly rebuffed.
When he was sent to occupation duty in Forthweg, Bembo lost track of Saffa. On a brief return to Tricarico on leave, he learned that she had become pregnant, but the baby's father Salamone had been shipped to the Unkerlanter front and never heard from again. When Bembo returned wounded from the war, she softened, consented to start a relationship and moved in with him. However, when Bembo proved unfaithful and had casual sex with the streetwalker Fiametta (a story which immediately became a major item of the police force's gossip) Saffa was extremely angry and severed the relationship forthwith.
