Rugi II was a planet studied by the Federacy Survey Service. It was reported that a Service employee shared the knowledge moldboard plows with the Rugians, in violation of Noninterference. An investigation into the matter came up with evidence that this kind of plow had been invented on an island off the main continent, and spread from there across the waters through normal trade contacts just as the Service was arriving on the planet.[1]
