Marshal Pavel Serafimov was the Soviet general responsible for the development of the new SS-26 ICBM. He was forced to retire early at age 62 when the research program ran into unexpected difficulties in developing warheads for the new missile. Rather than design flaws, this was due to the secret Irvhank Effect generated by a device developed by two American physicists, Irv Farmer and Hank Jeter.[1]
