Patrick O'Donnell was a senior FBI official in Los Angeles in 2031. He had access to information that exposed the Pence Administration's ties to Vladimir Putin's Russian regime. When the republic of Pacifica was proclaimed, O'Donnell defected, bringing with him a computer file containing proof of this information.[1]
Nicole Yoshida, Pacifica's acting president, granted O'Donnell asylum, and refused the US Attorney General's demand for O'Donnell's deportation. She also personally informed President Pence that O'Donnell would remain in Pacifica.[2]
Yoshida met with O'Donnell once. O'Donnell confirmed that Yoshida should not count on the U.S. military either ignoring Pence or deposing him. Nor should she think that the majority of the U.S. population would rise up against him. O'Donnell also reminded her that Pacifica's odds of prevailing against the U.S. on the battlefield were slim, a fact she was very well aware of.[3]
In the end, Russia's recognition of Pacifica saved the day.
