Mouamet Dekanos (named after the 7th century saint) was the deputy of the Augustal prefect of Egypt in Alexandria. He was a slight, dark man with circles under his eyes from dealing with the seemingly intractable disputes of Egyptians.
In 1309, Basil Argyros, a magistrianos, met with him to discuss the delays in the reconstruction of the damaged pharos or lighthouse that marked the harbor. Dekanos explained that the skilled craftsmen working on the project had exercised their ancient right of anakhoresis or "withdrawal" and had stopped working. The authorities feared that attempts to bring them back to work by force would result in an Egypt-wide anakhoresis. They also worried that such "unprecedented" notions would spread throughout the Roman Empire.
