Lucy Chen was a DNA Technician with the San Atanasio Police Department. She reminded Lt. Colin Ferguson of a Chinese version of his wife. The two were about the same age and had the same air of competence in their respective areas of expertise.

Chen and the town coroner, Dr. Maxwell Ishikawa, attended the murder scene of Mrs. Mandelbaum almost three years after the eruption of the Yellowstone Supervolcano. She collected DNA samples which proved it was a South Bay Strangler case but didn't lead to any suspects.[1]



After Chief Mike Pitcavage killed himself over the arrest of his son Darren for felony drug-dealing, Chen took a routine DNA sample from Darren due to his felony charge. She analyzed it and found it was a close match to the South Bay Strangler indicating he was a near relative. The lab had done the autopsy on Chief Pitcavage so she had access to his DNA and analyzed it finding an exact match. She informed Dr. Ishikawa and he told her to call Lt. Ferguson. Ferguson was shocked by the results but then had Chen call Sgt. Neil Schneider, a leader of the police faction that blamed Ferguson for the Chief's death. She did so and while Schneider was also shocked, he did what he could to reconcile the department to Ferguson.[2]

The next day, the department held a press conference over the discovery. Chen, Ferguson and Ishikawa attended and took questions from the media. She had refused to consult with Mayor Eugene Cervus prior to the conference, irritating him. Most questions by the media were directed at Lt. Ferguson but Chen dealt with those on the DNA analysis. She was quite calm throughout except when one reporter pressed about the possibility of mistake. She bristled at that but indicated that several other technicians did independent analyses and confirmed her findings. The press conference was ended by the Police Public Information Officer shortly thereafter.[3]
