Loki's Cobold Works was an aerospace firm based in Burbank, Golden Province, Confederated Provinces of America. Loki had a contract with the Confederal government's program to send humans into space, and sought to harness the power of the Garuda Bird for this purpose.
In 1993, Inspector David Fisher of the Environmental Perfection Agency was inspecting a toxic spell leak from the Devonshire dump in St. Ferdinand's Valley, which was causing a series of apsychic births in the Angels City region. Fisher learned from business records that Loki was one of the dump's more powerful clients.

Loki appears to be based broadly on the Lockheed Corporation, which was located in the greater Los Angeles area at time of publication.
