Liam McMichaels was a lobbyist in Jefferson. He counted among his clients the merfolk who resided in the Pacific Ocean just off the coast of Jefferson.
By 1980, Russian, Japanese and Korean fishing practices were taking massive amounts of fish, depriving the merfolk of their food supply. When the merfolk turned to consuming the salmon that entered the Klamath River, they in turn cut into the food supply of the Karuk Indians who resided in Jefferson.
McMichaels learned that Karuk chief Steve Hobbs had gone to Jeffferson governor Bill Williamson to complain about the mefolk's actions. McMichaels called Williamson later that same day, and explained their position. While Williamson was somewhat skeptical, he asked McMichaels to arrange a meeting between Williamson and the merfolk, which McMichaels happily did.[1]
