Leonid Ilyich Brezhnev (Russian: Леонид Ильич Брежнев; Ukrainian: Леонід Ілліч Брежнєв, 19 December 1906 – 10 November 1982) was a Ukrainian politician who led the Soviet Union as General-Secretary of the governing Communist Party (1964–1982) and as Chairman of the Presidium of the Supreme Soviet (1977–1982). His 18-year term as general secretary was second only to Joseph Stalin's in duration. While Brezhnev's rule was characterized by political stability and notable foreign policy successes, it was also marked by corruption, inefficiency, and rapidly growing technological gaps with the West.

Leonid Brezhnev was the leader of the USSR when the people of Earth discovered that Minerva was home to sentient life forms in 1976. He was seven years dead and thoroughly discredited by the time humans finally got to Minerva, including the Soviet Tsiolkovsky expedition. Oleg Lopatin, a member of the Tsiolkovsky crew, had distinctive eyebrows which resembled Brezhnev's.[1]
