Kussara was a town located in a river valley on an unnamed planet. The town was ruled by Pitkhanas, the steward-king of the river-god Tabal. When the Terran ship William Howells made contact with the town, its society and technology was comparable to early Sumer and Egypt. The people of Kussara were in constant contact with their deities and their ancestors. When the humans dealt with the Kussarans, they noted that the people, before making important decisions, "consulted" with these external forces.
The Kussarans were much taller than humans. Their skin was blue-gray or green-gray. They had more than one heart and two thumbs on each hand.
