Secretary of the DEA Kojima was one of three U.S. officials to meet with the Chinese diplomat Hu Zhiaoxing in Los Angeles to discuss Real in 2117. He was a short Asian and while he had a pot belly, he could not be considered plump. The other two were Secretary of State Jackson and Secretary of Defense Berkowitz.
Kojima opened the meeting by demanding China stop selling poison to Americans. Hu mildly explained that Real wasn't a drug but a consumer product which the Chinese distributed to willing customers. Further, the U.S. had nothing nearly so interesting with which to compete and so were trying unfairly to restrict trade. Kojima repeated the demand that Real distribution stop and Jackson eventually made it an ultimatum on penalty of war, thus ending the meeting.
After the U.S. failed in its attacks on Chinese holdings on the Channel Islands and the Chinese punitive raid on Los Angeles, Secretary Jackson and his colleagues again met with Hu, this time on Catalina Island. They met on the dock where Hu dictated terms. Kojima continued to condemn Real as a poison but he and his colleagues were compelled to agree to allow free distribution without penalty. In fact, they were compelled to accept the other terms too and sign the peace treaty ending the war.
