Julian Crouzet was a Federacy anthropologist aboard the Survey Service starship Leeuwenhoek, which was sent to the planet Bilbeis IV in 1186 FSY. He and David Ware did field work in the city-state of Helmand. Against his better judgment, Crouzet took part in Ware's strategy to influence Helmand's cultural enlightenment for the better.
