Joseph James Kelly (July 5, 1897 – July 6, 1963) was an attorney and a minor Democratic politician. After time as a trial attorney, he became a judge in 1933. He also served as mayor of Buffalo, New York for a single term from 1942 to 1945.

The Mayor spoke at Joe Crosetti's graduation ceremony, which was held in Buffalo. The Mayor pointed out the Peace Bridge to all the graduating U.S. Navy cadets. The Mayor told them that the US wanted peace all through the world, but first they would have to win the war before they could get it. This was the only part of the speech that Crosetti remembered.[1]

While Kelly is not specifically named as the mayor, the POD of the series should not have impacted his election in November 1941.
