Jessica Moffatt was the wife of President Harris Moffatt III. When it became clear that the USA's last desperate uprising against the Krolp had failed, she and her husband fled to Canada with her driving the car. Harris Moffatt had also held the office of Prime Minister.
Barely 20 minutes after crossing the border, they were captured by the Krolp. As Moffatt had been a head of state, he and Jessica were exiled to the Krolp's North American capital of St. Louis, Missouri rather than being executed.
