Isaac Fenner was a politician from Bredestown, Atlantis. He was the first Speaker of the Atlantean Assembly during its war for freedom from Great Britain.
Fenner was a descendant of Hugh Fenner, the first man ever to die in Atlantis, and of his daughter Lucy Fenner, whom the Earl of Warwick forced into his bed. The possibility exists that the Fenner bloodline was contaminated by the Black Earl himself.
Fenner was a canny politician and orator. That the Assembly acted aggressively as it did (which wasn't that aggressive) was no doubt in large measure due to Fenner. This wasn't to say Fenner was incapable of self-interest; when the British were preparing to invade Bredestown, Fenner attempted to pressure Atlantean Army General Victor Radcliff into making a stand to keep the British out. Radcliff realized that he was in no strategic position to do so, and was able to convince Fenner that the town would have to be temporarily surrendered.
Fenner gave his final approval to the Treaty of Croydon, although only after the main terms had been settled by Radcliff and the British representatives.
Along with Radcliff, Fenner was chosen by the Senate to be one of the first two consuls of the United States of Atlantis.
Literary comment
Fenner seems to be modeled on a composite of several historical figures, primarily John Adams and Thomas Jefferson. He is not an analog of any specific historical figure.
