Hugo was a criminal in the employ of crime boss Gideon Schlechtman. He was a very violent man who exhibited a low intelligence. When he threatened private detective Miles Bowman to stop snooping around Schlechtman, Bowman defeated him in hand-to-hand combat and forced Hugo to grant Bowman an audience with the boss.
