Hester Prine is based on Effie Perrine from The Maltese Falcon. Hester Prynne is the primary character in Nathaniel Hawthorne's The Scarlet Letter. Presumably, Harry Turtledove was playing on the fact that "Effie" sounds like the letter "F".
