Equality (pamphlet)

Equality was a pamphlet created on the orders of US Army General Irving Morrell after the United States defeated the Confederate States in the Second Great War. It outlined a new paradigm for race-relations in the conquered regions, mandating that whites would treat blacks with civility and act as if they were equal. This included elimination of segregation and miscegenation laws and education of black children with white in the same classroom. Morrell was realistic enough to realize that he could never make all whites feel that blacks were anything but inferior, but that he could control and change behavior.[1] The U.S. government agreed, and arranged to distribute the pamphlet in the Atlantic Military District, the Mid-South Military District, the Gulf Coast Military District, and the Republic of Texas.

Clarence Potter, while he detested the pamphlet, recognized it as brilliant, dangerous propaganda, much like the kind that brought Jake Featherston and the Freedom Party to power.[2]
