Elijah Walton was an agent of the English government. In the 1660s, he approached William Radcliff of Stuart, Atlantis about putting an end to the depredations of Radcliff's cousin, Red Rodney Radcliffe. Radcliff, viewing his cousin as a stain of the family honor, readily agreed.

Walton was able to secure an ally in the Netherlands, whose Terranovan holdings such as Nieuw Haarlem were being ravaged by the same pirates. A small snag arose when Radcliff insisted that he lead the fleet against Avalon. Walton was hesitant, as his orders were that an Englishman must be in command. Radcliff persuaded Walton that the Atlantean was sufficiently English to lead.

Although the arrangements were made, it was still some weeks before Walton returned to Atlantis with the promised fleet, much to Radcliff's consternation. However, once he did arrive, the Dutch made good on their contribution in short order, and the fleet sailed for Avalon. Walton himself (much to Radcliff's surprise) sailed with HMS Royal Sovereign, the fleet's flagship, carrying out his duties with care and due respect to Radcliff's authority.

After Avalon fell, Walton announced that it was the English government's intention to directly oversee Avalon. Radcliff immediately moved to oppose this plan, much to Walton's displeasure. However, Radcliff won out, and Avalon was directly ruled by Stuart, rather than by London.
