The Devonshire Land Management Consortium was a corporation in the Angels City area. Among Devonshire's properties was a toxic spell dump in St. Ferdinand's Valley. In 1993, this dump came to the attention of the Environmental Perfection Agency after a spate of lyncanthropy, jaguaranthropy, and most disturbingly, apsychic births were reported in the region. EPAgent David Fisher was sent to interview dump manager Tony Sudakis and examine possible leakage of hazardous materials.
