Cyndi Monroe was an employee of the Crosstime Traffic company. In 2097, she and her son Justin traveled to the country of Virginia to help run the Charleston Coin and Stamp Company with Randolph Brooks. In this alternate, the United States had never ratified the US Consitution and so the country failed by the early 19th century. Their arrival coincided with increasing tensions between the countries of Virginia and Ohio. While she had misgivings about Justin and Brooks traveling to Elizabeth for business she agreed to let them go. The day of their arrival the Ohio-Virginia War of 2097 broke out. Ohio released a tailored measles virus into Virginia, forcing the country to place a quarantine on all of the towns. Justin and Brooks were trapped in Elizabeth and Cyndi was stuck in Charleston. At one point their cell phone service was not working so they were unable to communicate.
Cyndi spent the next days trying to convince Crosstime Traffic to send a vaccine or cure to the alternate but was stymied by bureaucratic red-tape. Eventually, Justin arrived, disguised as a soldier. Randy Brooks had also made his way down, accompanied by Beckie Royer, a young lady from this alternate's California and her grandmother, Myrtle Bentley. Justin had become friendly with Beckie. When Myrtle was infected by the measles Justin surprised his mother by succeeding where she had failed. In Brooks's opinion, Cyndi had grown used to bureaucracy and took no for an answer whereas Justin didn't.
After passing the cure to Beckie, Cyndi, Justin and Brooks left that alternate, traveling to one where humans never existed, for quarantine.
Cyndi had divorced her husband some years before, a fact that still hurt all three Monroes.
