These countries were members of the Warsaw Pact.
The Warsaw Pact, formally the Treaty of Friendship, Co-operation, and Mutual Assistance (Russian: Договор о дружбе, сотрудничестве и взаимной помощи) and sometimes, informally, WarPac, was a collective defence treaty among the Soviet Union and seven other Soviet satellite states in Central and Eastern Europe during the Cold War.
As of this writing, Harry Turtledove does not appear to have specifically used the Warsaw Pact in his writings. While all of its members are Soviet allies in The Hot War series, the events of the series take place before the de jure Warsaw Pact was established.
