The position's holder was a member of the President's Cabinet from the creation of the office in 1798 until 1947, when the United States Navy, United States Army, and newly created United States Air Force were placed in the Department of Defense. The Secretary of the Navy now answers to the Secretary of Defense, though he serves at the pleasure of the President.
