These people were the bosses of major urban political machines. They may or may not have held elected office themselves. They certainly exerted tremendous influence over the workings of local government in the cities or urban areas in which they were in power, with both elected officials and civil servants desperate to avoid falling out of favor with their organizations. Many had influence in national politics as well, though it would have been much more diluted.
