This category lists the Heads of Government of the Soviet Union who appear in the works of Harry Turtledove. Thanks to the rather confusing and erratic nature of the USSR government structure, the Head of Government operated under several titles, and with varying degrees of power. Until 1990, the actual power of the USSR was held by the General Secretary of the Communist Party of the Soviet Union.
