This is a broad category for monarchs who ruled part or all of what is now the country called France before the founding of the Kingdom of France in A.D. 987, or rule only a rump state in an alternate timeline.
The Gauls ruled what is now France during modern age. The Roman Republic famously annexed Gaul in 51 B.C., developing a distinct Gallo-Roman culture that laid the foundation of the French language. The Germanic Franks arrived in 476 and formed the Kingdom of Francia, which became the heartland of the Carolingian Empire. The Treaty of Verdun of 843 partitioned the empire, with West Francia becoming the Kingdom of France in 987. However, Philip II was the first to style himself "King of France" in 1179.
Most works by Harry Turtledove are set after the foundation of the Kingdom of France. The novel In High Places depicts a collection of fractured French kingdoms. Those monarchs should be listed here. Laura Frankos' short story "The Old Grind" features West Francia as a setting. While the story is set in OTL, the incumbent monarch Charles the Simple has minimal contact with the fantasy elements, and should also be listed here. All kings and emperors of France should go in one of the Monarchs of France categories.
