These people (historical and fictional) are from China (in its various forms). Harry Turtledove tends to use the older Wade-Giles system for most names, rather than the Pinyin system which has been in use since 1981. For example, in Turtledove's works, the name of the founder of the People's Republic is spelled Mao Tse-Tung, rather than Mao Zedong, which is otherwise the "standard" spelling.
