These countries were in OTL: a) signatories to the Tripartite Pact (or a similar treaty) forming the Axis alliance of World War II; b) were puppets of one Axis power or another, or: c) co-belligerents of one of the signatories, but not signatories themselves (such as Finland). Given how fluid alliances could be during World War II, some may be found in the Allied Forces Category as well. Not all parties participated directly in the war: Spain, for instance, signed an Anti-Comintern Pact in 1941, but was not a direct belligerent.
