Bolivia, officially known as the Plurinational State of Bolivia, is a landlocked country located in western-central South America. It is bordered to the north and east by Brazil, to the southeast by Paraguay, to the south by Argentina, to the southwest by Chile, and to the northwest by Peru.
Large parts of Bolivia were under the rule of the Inca Empire before the arrival of the Spanish in the 16th Century. It was originally christened "Upper Peru". A war of independence began in 1809, and was finally won in 1825, after several years of primarily guerrilla warfare. Throughout the 19th Century, the Republic of Bolivia saw multiple periods of instability, including a short-lived confederation with Peru, wars with its neighbors which caused loss of of substantial territory, leaving the country landlocked. The 20th Century saw the rule of military juntas. A push return to true democracy in the late 1990s and early 21st Century have yielded mixed results.

When submersible skipper Roger Kimball was looking for a job after the CS Navy was downsized at the end of the Great War, he considered going to one of the South American nations to enlist in a navy, but preemptively eliminated the two landlocked countries (Bolivia and Paraguay) from his list.
