Bilbeis IV was a planet which orbited a G-0 star known to the Federacy's Survey Service. A sentient life form, indistinguishable from humans but for subtle differences in hair, skin and other matters, had arisen on the planet and begun to build a Bronze Age-level civilization in the fertile Margush River Valley. The Service sent the starship Leeuwenhoek to study the native life.
One thing the expedition discovered was the remarkable personality of Sabium, the reigning Queen of the city-state of Helmand.
