Balvi was the capital of Jelgava. During the Derlavaian War it was occupied by Algarve. Mainardo, brother of King Mezentio of Algarve, was established in Balvi after the Algarvians drove King Donalitu out of Jelgava. Ironically, many members of Donalitu's secret police, who had ruthlessly imprisoned and interrogated suspect noncomformists on his behalf, transferred their allegiance to Mainardo and did the same thing for him.
Toward the end of the war, Balvi was liberated by the Lagoas-Kuusamo alliance, and Donalitu was restored to power there. Many of the aforementioned secret police simply turned back to him, and the status quo resumed.
