In 2031, Governor Axel Lysbakken of Oregon joined with Governors Nicole Yoshida of California and Dakotah Ng of Washington to declare the founding of the new nation of Pacifica.[1]
Lysbakken was initially the most hesitant to go forward with the Pacifica plan, and found the idea of secession and its association with the Confederate States distasteful, but ultimately agreed.[2] Yoshida frequently consulted Lysbankken and Ng as Pacifica took shape.[3][4] He joined Yoshida's passive interference in the Fresno Convention by arranging for "ringers" to attend. These ringers were Pacificans who created fake on-line profiles to take advantage of the fact that the convention's organizers operated in the virtual world. They were also long-time convention organizers themselves, and were well versed in parliamentarian procedure. Lysbakken shared this with Yoshida after the Fresno Convention failed. Yoshida was duly impressed.[5]
Yoshida told Lysbakken and Ng about the material Patrick O'Donnell had provided, proving Pence Administration was a wholly owned subsidiary of Russia. Both knew to gear up for war,[6] but Russia's recognition of Pacifica saved the day.
